Director General, Research Institute of Science and Technology for Society (RISTEX), Deputy Director General, Center for Research and Development Strategy (CRDS), Japan Science and Technology Agency (JST)

Tateo Arimoto is currently Director-General of Research Institute of Science and Technology for Society (RISTEX), and Deputy Director-General, Center for R&D Strategy (CRDS), Japan Science and Technology Agency (JST).  He has been involved in Japan’s S & T policy making intensely.  He previously served as Executive Research Fellow, Economic and Social Research Institute, Cabinet office. He held the position as a Director General of Science & Technology Policy Bureau, Ministry of Education and Science.  He served as Deputy Director General for Science and Technology Policy, Cabinet office.
As Director-General of RISTEX, Mr. Arimoto now oversees an ambitious effort to foster innovation to address social challenges. For more than 20 years, he has well-acquainted with R&D strategy and social technologies with interdisciplinary knowledge. He has published several books and numerous papers in quality journals and given many invited lectures/seminars on Science and Technology, and Innovation in national and international conferences and symposiums.

Reshaping the scientific enterprise for the changing world

The rules for all activities including the economy, corporate management and research and education are rapidly changing due to globalization. We are also facing lots of socio-economic problems such as competitiveness, climate change, energy, diseases, cities, poverty etc. locally, nationally, regionally and globally. The question comes up that we can measure the values of states and communities in the 21st century not only by hard power (military and economic power) , but also by soft power such as quality of life, environment, education, safety and connectivity etc. Nation does not solve any problems by itself in the present era. Nationalistic scientific enterprise which have been developed since the 19th century are entering a period of major transformation.
We need to redesign and reshape values and modern science and innovation system including policy making , funding , university and evaluation system. New perspectives for science and innovation policy are that we need a bridge for science and society, ensuring innovation beyond the existing boundaries of scientific disciplines, organizations, academic systems, generations and national borders.
Asia is currently a hot spot of the global economy and scientific activities. On the other hand, Asia is also experiencing the negative impacts of rapid growth such as environment, disasters, water, infectious diseases, disparities and scientific integrity. The utilization of scientific knowledge is indispensable in solving these problems. It is essential to create a transnational scientific system in a diverse and dynamic Asia. Such a system can also become a model for similar activities on the regional and global level in the future.
